My aunt (the vet) just came back from working in Louisiana last week helping on behalf of United Animal Nations and its Emergency Animal Rescue Service (EARS).   When she got there, there were about 130 dogs in the shelter and before the week was over, there were another 150 brought in.  Lots were heartworm positive.  She said most of the dogs were big dogs left at the house to fend for themselves.  The one that broke her heart was the 2 lb Chihuahua.  They found the dog at its house with another tiny CHihuahua.  They had both been left when the storm came.  One of the dogs was already dead and the other was close to death.  They brought it to the shelter and nursed it back to life.  My aunt kept it with her at night so she could keep an eye on it.  She was so tempted to bring it home with her.  She does not think that the owners will be able to get it back.  In her mind (and mine too) there is no reason to leave a tiny dog, or any dog, like that.  Those dogs were so small they could have been put into a backpack and taken with the people.  It just makes me so mad when I hear these stories! We evacuated once and dealt with two other storms last year and not once did I even consider leaving my pets home!

That is so sad and bless your aunt for stepping up......that is so distressing about all the animals, especially the small ones - I so agree with you - how could they not just put them in any kind of bag and carry them out.  It really makes me physically ill.
